Monastery Hill is the neighborhood in Capitol City where all the really weird stuff seems to happen. The people who live there are of Eastern European stock and keep many of their old beliefs and superstitions.
As the neighborhood is adjacent to University, student seeking very cheap lodgings rent rooms along the edge of the neighborhood.
There is a small community of the “physiologically challenged” (read: “beast men”) who live in a small part of this neighborhood. The other residents of the neighborhood tolerate them and do not consider them outsiders, like they do the police and most of the rest of the city.
